I mean, AWL is a composer, who had Tim Rice by his side. Last I checked, Maxwell was only a producer, not a composer or lyricist. Cats would not have been Cats if he had done it.

In Maxwell’s defence, my understanding is that Cats really shouldn’t work. It’s a bit of theatre magic that defies any attempt at logical analysis. Just look at the movie to see how easy it is to botch the idea.
