Best case scenario, an officer writes down the license info and cites him for all crimes observed (given that no crimes are mandatory arrest / tow). Worst (best) case scenario this guy gets dragged out of his car and arrested for resisting, on top of everything else

Okay, so after doing some research and a small look into the rights on the sign, chances are this is not a sovereign citizen, rather someone who tries to assert his rights, so, let's give him the benefit of the doubt, if he says he will comply with clearly stated lawful orders. but I'm still keeping my eyes on the lookout

And that is enough for a cop to give the lawful, "please step out of your car" command thus making the notice as valuable as used toilet paper. Litigate in court, not on the side of the road. Unless you reside in a state that allows resistance on the grounds of false arrest and you are 100% sure you are being falsely detained, just shut up and give the information required to go on with your day.
