I find that answer highly dubious. I would say the goal of Stalin was more to reestablish Soviet control over a former imperial possession. If Finland did not put up such a fight, full annexation was certainly on the menu!

They wanted to install a communist regime across all of Finland. They only settled for land around Leningrad when Finland resisted their communist expansionist goals.

That’s just flat out wrong. The just wanted to conquer Finland but changed the goal once they saw it was impossible
