I think it's fire ants. Heard they do well with floods. As for the larva, my only guess would be the bodies of the larva themselves. They are chunky and would do better floatation wise. 🐜

Once I was feeding mid size black ants outside my home, they had made their bill there in concrete. I just without any reason for fun touched one ant, That MF bit me very hard, But I did not kill it, put a cloth over it and removed it by mild pressure and little force, My finger swallowed and bleed

Fire ants! As floodwater trickles into their underground tunnels, fire ants start a rescue mission and build a raft out of their colony's larvae and pupae, putting them at the bottom. Curved, forked hairs on the larvae trap air bubbles that help keep the raft afloat.
