The moment you deprive anyone of their basic rights, due process, presumption of innocence, or even life, they become a victim, regardless of their background, politics, or personality. Let’s not fall into a false dichotomy, that someone is either a suspect or a victim, either powerful or powerless. Rights don’t disappear because you dislike the person. Even a Duterte, even a criminal suspect, can be a victim of abuse if the state or society crosses the line. To deny this is to make human rights conditional, and once we do that, no one is truly protected.
