Have you tried landing into the annex? Takes a few minutes less landing there in the tower than the normal point everybody loads into.

I know changing your time and date on your console will have it where you will load into instance without anyone showing up and that will include the tower. I don’t know how it works on PC but there are enough videos out there that can help.
