On one side of the city the league keeps crime down and on the other side there's a different group that monitors and keeps crime down.

They are a group of Vigilantes.

All of the members of the group has kept their identities well hidden. And very few people know about the group.

Izuku, created and leads the group, he started as an assassin for hire then he switched to being a vigilante. He took in people that they system blatantly discriminated against or outcasts.
