I want to thank Serum Lake for pointing out that Payback is inspired by not only The Phantasm, but Anarchy, who's motive is to punish those who are immoral and uses a cain that shoots electricity! Anarchy was also a teenager in a costume. However, he was different in the series, Beware! The Batman!
