Just keep it in your luggage. Good chance they won't check and if you don't use it in Uzbekistan there should be no problem. Worse case they confiscate it which makes you no worse off than when giving it away. And as others suggested, sending it to yourself, at home or a next destination may be a good solution too. Or store it, but that would mean that on the way back you have to drop in at Dushanbe to pick it up.

Hi friends in Tajikistan! 👋
We’ve just arrived in Dushanbe and will soon be heading into Uzbekistan — but unfortunately, drones aren’t allowed to be brought into Uzbekistan. Since we can’t send ours back to China and won’t be re-entering Tajikistan, we’re thinking of letting go of our DJI Mini 4 Pro for a friendly (cheap) price.
