Me and a friend got them in one run sort of, we missed the first few so started at at 1am one then flew fast back and forth in the sparrow till we finished 4 of them i think, then we started again at 7pm and got all the rest in order very quickly flying from place to place, the 11pm and 12am ones arent very far from each other

Dead Man Downunder
The Ghost Exposed locations for 2025 on gtaweb.eu . It looked like Rockstar are trying to make it harder to collect them all in one in-game night this year with the following hour's ghost spawn being a long way away from the previous hour's spawn. I'll have a video of this uploaded later on after the event has gone live.
