I was going to guess Japan. That aging population makes me think that it's #2 on this list. Bulgaria being #1 makes sense though, since people can leave much faster than they can age.

Actually there might be some hope for Bulgaria here. Recent numbers from the National Statistics Institute show an increase of the birth rate to 1.78 per woman, which puts Bulgaria as one of the most fertile countries in Europe currently. Also, since 2020 there has been positive net migration year after year (NSI stats again). If these trends continue, Bulgaria might stop shrinking in the very near future :)

Countries need to a lot more for their birth rates. Japan and South Korea have done very close to nothing apart from irrelevant cash incentives. Low birth rates aren't permanent, but require big solutions and changes to a country's society and workforce. E.g - improved childcare services that are not expensive yet reliable would allow Japanese people to balance their careers with child raising. It's not a magic bullet, but it represents a wider solution.

Bulgaria's brain drain is a real pity as their economy has been showing strong growth. Very likely we'll end up with another ROI / Poland situation where the emigration reverses.

Bulgaria's population has been declining ever since the socialist regime ended back in 1989 and people found that it is WAY more profitable to work abroad in west Europe and since that hasn't changed the decline hasn't stopped either. That and some of the WORST corruption in a country that considers itself a 1st world country are just a fraction of the things responsible for the the decline in population

Population decline is not as bad as it sounds. During the black death population of Italy halved and the economy boomed after due to higher wages for workers and inheritance of dead relatives.
