Having one permanent host or just one city per continent would undermine the global nature of the games. There are plenty more than just 6 cities capable of hosting the Olympics, so I think ensuring as many countries as possible can host instead of every continent hosting is more important. Rio showed that most South American and African cities don't have the means to host an Olympics.

Two concerns: first is that the facilities are still going unused for a period of 12 years between events. By the time the next Olympics comes around your proud host city is using antiquated facilities. Second is that your summer games are in the southern hemisphere. They have opposite seasons. Therefore, you are having your summer Olympics in winter.
