Roman Torchwick will always be my favorite. He was hilarious, surprisingly skillful in battle, and he was consistent.

Salem. Cunning, manipulative, malevolent, ruthless, relentless, powerful, destructive, creative and immortal. She is the dark lord of the RWBY universe Monty and CRWBY could not have thought up a better character to serve as the series' main antagonist

I'd have to say Neo. Literally was fueled by revenge until she got it then she was just lost and empty. I wish she could've gotten a redemption arc, but I LOVED her in Volume 9.
