rockstar makes it on purpose i guess. you have characters that will commit biggest crimes of their times. so connecting them to biggest crimes of the real world makes so much sense

GTA games just take place in the biggest cities in the country, these events have nothing to do with choosing the setting of any GTA game I guarantee it, it wouldn’t make sense to have the games take place anywhere but the big cities of America because it would just be boring anywhere else. Plus development was not only happening but was already in later stages when 9/11 happened so unless rockstar was apart of planning that I doubt they chose New York because of 9/11
