LTFRB Penalizes Driver-Initiated Ride-Hailing Booking Cancellations
The Land Transportation Franchising and Regulatory Board (LTFRB) has issued a new rule (MC 2025-055) classifying driver-initiated cancellations of accepted ride-hailing (TNVS) bookings as "Refusal to Convey Passengers."
This move, ordered by President Marcos Jr. and DOTr Secretary Lopez, directly addresses numerous commuter complaints, especially concerning cancellations in heavy traffic or during the holiday season.
Penalties for TNVS Drivers:
• 1st Offense: Php 5,000 fine.
• 2nd Offense: Php 10,000 fine and 30-day unit impounding.
• 3rd Offense: Php 15,000 fine and cancellation of franchise (CPC).
Cancellations are penalized when done to avoid short/non-profitable trips, discriminate against vulnerable sectors (like seniors/PWDs), or show a pattern of refusal. The LTFRB will require Transport Network Companies (TNCs) to submit monthly reports on cancellations and driver actions. TNCs may also face penalties for failing to monitor or report repeated unjustified cancellations.
