Here's a difficult question about the FUTURE TENSE that I regrettably never the opportunity to discuss on television. The main reason was it would’ve needed at least one full hour. I have no idea if it has ever been a topic for discussion in a tertiary institution ... anywhere.
On 8th December 1941, US President Franklin Roosevelt asked Congress to declare war on Japan. The speech he made has since been referred to as the "Infamy Speech".
"...........I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, December 7th 1941, A STATE OF WAR HAS EXISTED between the United States and the Japanese Empire."
Question: WHY DID ROOSEVELT USE THE FUTURE PERFECT TENSE --- WILL HAVE EXISTED?
An easier question:. "I ask that the Congress DECLARE ...". What verbal form is "declare"?
