يٰۤاَيُّهَا النَّاسُ اِنَّا خَلَقۡنٰكُمۡ مِّنۡ ذَكَرٍ وَّاُنۡثٰى وَجَعَلۡنٰكُمۡ شُعُوۡبًا وَّقَبَآٮِٕلَ لِتَعَارَفُوۡا ؕ اِنَّ اَكۡرَمَكُمۡ عِنۡدَ اللّٰهِ اَ تۡقٰٮكُمۡ ؕ اِنَّ اللّٰهَ عَلِيۡمٌ خَبِيۡرٌ‏ ١٣
اے لوگو ! ہم نے تمہیں پیدا کیا ہے ایک مرد اور ایک عورت سے اور ہم نے تمہیں مختلف قوموں اور قبیلوں میں تقسیم کردیا ہے تاکہ تم ایک دوسرے کو پہچان سکو۔ یقینا تم میں سب سے زیادہ با عزت اللہ کے ہاں وہ ہے جو تم میں سب سے بڑھ کر متقی ہے۔ } یقینا اللہ سب کچھ جاننے والا ہرچیز سے باخبر ہے۔

1. اس آیت کا بنیادی پیغام:
‏ • Unity in Diversity:
قرآن کے مطابق انسانوں کی مختلف قومیں اور قبیلے ہونا فطری و خدائی تقسیم ہے۔
مقصد conflict نہیں بلکہ understanding ہے۔
‏ • Purpose of Nations & Tribes:
“لِتَعَارَفُوا” — تاکہ تم ایک دوسرے کو پہچانو — یہ diplomacy، dialogue، اور mutual respect کا درس دیتا ہے۔

‏ • Moral Hierarchy:
اصل معیار race، power یا nationality نہیں، بلکہ taqwa ہے — جو اخلاقی اور روحانی بلندی ہے۔

‏International Relations (IR) کے مطابق اگر اس ایایت کا بغور مشاہدہ کریں تو:

‏A. Recognition of Nations (Sovereignty)
• ہر قوم و ملک کا وجود قابلِ احترام ہے۔
— جیسے کہ modern IR میں sovereignty کو تسلیم کیا جاتا ہے۔

‏B. Diplomacy & Mutual Respect
• “لِتَعَارَفُوا” — یہ لفظ diplomatic relations، bilateral dialogue اور inter-cultural exchange کو تقویت دیتا ہے۔

‏C. National Identity & Diversity
• ہر قوم کا الگ identity، culture — modern IR میں non-interference کا اصول۔

‏ • United Nations Charter میں یہ بات کہی گئی ہے کہ قوموں کا equal right to self-determination ہے۔
• اقوام عالم کے درمیان mutual recognition اور respect-based diplomacy کا آغاز اسی اصول سے ہوتا ہے جو قرآن نے دیا۔
