UPDATE: GIMP 3.0 RC1 was delayed last night due to "too many issue[s] with the Gitlab infrastructure." It looked like they were having trouble successfully and consistently building the GIMP download package. This morning it looked like they had success consecutively building the installer, so perhaps it will be available today instead. We shall see. (My terminology may be slightly off as I'm not a developer, but you guys get the point).
