In the animated movie Batman: Assault on Arkham, it is revealed that Riddler was once recruited by Amanda Waller and had a bomb implanted in his neck. Because of his intelligence, he figured out how the bomb worked and discovered that a strong electrical charge could disable it.

Later, in the game Batman: Arkham Knight, Riddler uses similar bombs implanted in criminals’ heads that can only be deactivated by sending an electric current through the person’s body. This similarity suggests that Riddler may have reverse-engineered the technology used by Amanda Waller and incorporated it into his own plans to challenge Batman.

One problem with this theory is that the game Suicide Squad: Kill the Justice League seems to ignore the events of Assault on Arkham, treating the Suicide Squad as a completely new group and saying Riddler was never part of it. However, many fans believe that Assault on Arkham fits better with the Arkham universe’s story, and if you accept that, then this theory makes a lot of sense and even connects the movie and games in an interesting way.
