Veteran Readiness and Employment—also known as Chapter 31—includes a Self-Employment track for certain veterans and service members with service-connected disabilities and employment barriers.
Depending on the veteran’s approved rehabilitation plan, assistance may include:
✅ Business-plan development
✅ Business-concept analysis
✅ Operations, marketing, and financial training
✅ Guidance locating appropriate resources
This is not automatic business funding. After you apply, a Vocational Rehabilitation Counselor evaluates your entitlement, employment barriers, vocational goal, and whether the proposed business appears viable.
Apply through VA.gov or submit VA Form 28-1900. When you meet with your counselor, bring a clear business concept and explain why self-employment may be suitable considering your service-connected limitations.
