It doesn't matter if they already have gold-standard worldwide insurance from the US, UK, or Europe. Kenya says: "Not good enough. Buy ours."

Let’s do the real math that the bureaucrats don't want you to see:

We receive roughly 2.7 million international tourists annually.

Benchmarked against regional models like Zanzibar, the government portal will charge roughly $44 (KSh 5,700) per person.

2.7 Million visitors × KSh 5,700 = A guaranteed, effortless KSh 15.3 Billion to KSh 20 Billion flowing straight into the state system this year alone!

But here is the dark twist: Tourists don't fly into Kenya to lie in hospital beds.

They are young, healthy, and spending money on safaris.

The state knows full well that 99% of these visitors will NEVER use a single shilling of this insurance.

They claim this money is safely "ring-fenced" under the Social Health Authority (SHA) to protect public referral hospitals from bad debt. But we live in Kenya.

We know how public health procurement works.

When a massive KSh 20 billion pool of pure, un-utilized premium cash sits in an account right on the eve of a major election cycle, who do you think is really going to pocket it?

By trying to grab a quick KSh 20 billion in phantom health premiums today, this government is risking a KSh 560 billion tourism industry tomorrow.

The US has made permanent a visa bond programme that could require some travellers from 50 countries, including 30 in Africa, to pay up to $20,000 before receiving a US business or tourist visa.
