But here is the dark twist: Tourists don't fly into Kenya to lie in hospital beds.

They are young, healthy, and spending money on safaris.

The state knows full well that 99% of these visitors will NEVER use a single shilling of this insurance.

They claim this money is safely "ring-fenced" under the Social Health Authority (SHA) to protect public referral hospitals from bad debt. But we live in Kenya.

We know how public health procurement works.

When a massive KSh 20 billion pool of pure, un-utilized premium cash sits in an account right on the eve of a major election cycle, who do you think is really going to pocket it?

The US has made permanent a visa bond programme that could require some travellers from 50 countries, including 30 in Africa, to pay up to $20,000 before receiving a US business or tourist visa.
