Met Members of Parliament and delegates from over 30 countries visiting the Parliament House today. During the interaction, there were meaningful discussions on democratic systems, parliamentary traditions, cultural ties and contemporary global issues among our respective countries. The members of the delegation closely observed and appreciated India’s strong parliamentary democratic system, the functioning of Parliament, and its rich traditions. They expressed great admiration and happiness after witnessing the structure of India’s Parliament, its historic legacy, and our deep commitment to democratic values.
The delegation from various countries is in India to participate in the NXT Conclave 2026 being held in the national capital, Delhi. Representatives from diverse fields such as policy, academia, business, politics and science attended the inaugural session of the conclave and subsequently visited the Parliament House today.
I extend my best wishes to all members of the delegation for a successful, pleasant, and meaningful stay in India.
दल से ऊपर उठकर सभी सदस्यों से मेरे व्यक्तिगत संबंध हैं। मेरा हमेशा प्रयास रहा है कि किसी भी सदस्य का निलंबन ना हो, लेकिन सदन की व्यवस्था बनाए रखने की ज़िम्मेदारी भी मेरी है। ऐसे में जब सदन कठोर निर्णय करता है, तो मन दुखी होता है। परंतु हमें यह विचार अवश्य करना होगा कि बार-बार व्यवस्था बनाए रखने और अनुशासन के आग्रह के बाद भी ऐसी स्थिति क्यों बनती है!
प्रतिपक्ष के माननीय सदस्यों को हर मौके पर आवंटित समय से अधिक बोलने का अवसर मिला है। मेरी हमेशा कोशिश रहती है कि चाहे देर रात्रि तक बैठना पड़े, लेकिन हर सदस्य जो अपनी बात रखना चाहते हैं, उन्हें बोलने का अवसर मिले। कोई भी सदस्य जो बोलना चाहते हो, और मैंने अवसर नहीं दिया, ऐसा एक भी उदाहरण नहीं है।
संविधान के अनुच्छेद 105 को विस्तृत रूप से पढ़ा जाना चाहिए। हमें संसद में बोलने की आजादी तो है परंतु सदन द्वारा स्वीकृत प्रक्रिया के नियमों एवं स्थायी आदेशों के अधीन।
सदन में बोलने से हमारा लोकतंत्र मजबूत होता है, जवाबदेही तय होती है। सदन विचार-चर्चा का जीवंत मंच है। मैंने हमेशा प्रयास किया कि सदन में हर एक सदस्य को विषयों व मुद्दों पर विचार व्यक्त करने के पर्याप्त अवसर मिले। वे माननीय सदस्य जो बोलने में संकोच करते हैं, उन्हें सक्रियता से सदन की कार्यवाही में हिस्सा लेने के लिए प्रेरित किया।
