🇪🇪 ESTONIA ENTERS A NEW ERA OF PACKAGING RESPONSIBILITY

The EU Packaging and Packaging Waste Regulation—PPWR—is now applicable, and Estonia is demonstrating how seriously the new rules must be taken.

Estonia’s Climate Ministry has published detailed guidance explaining one of the most important changes: who is legally considered the “producer” responsible for packaging waste.

Under PPWR, the responsible producer is generally the company that first makes packaging or a packaged product available in the country where that packaging is expected to become waste.

This responsibility can fall on a manufacturer, importer or distributor—and the method of sale does not change the obligation.

That means:

• An Estonian company packaging and selling a product in Estonia may be the responsible producer.

• An importer placing packaged goods on the Estonian market may carry the responsibility.

• An online retailer selling directly to an Estonian customer may also become the producer for Estonian extended producer responsibility purposes.

• An Estonian online retailer selling directly to customers in another EU country may have to fulfil its producer-responsibility obligations in that destination country.

The objective is clear: every package should have one identifiable company responsible for financing the collection and treatment of the resulting packaging waste.

PPWR is therefore not simply a recycling policy. It changes market responsibility across entire supply chains.

And this is only the beginning.

From 2030, packaging placed on the EU market will face mandatory recyclability requirements, while plastic packaging will be required to contain minimum levels of post-consumer recycled material—with the applicable percentage depending on the packaging category.

Estonia already generates approximately 200,000 tonnes of packaging waste annually, and plastic packaging remains one of its greatest circular-economy challenges. PPWR creates both an obligation and an opportunity to develop better collection, sorting, traceability and recycling infrastructure.

As Corsair develops its European circular-economy activities in Estonia, we see enormous potential to help keep plastic resources within Europe and return difficult plastic waste to productive use through advanced recycling.

The direction is no longer optional.

Circularity is becoming a market requirement.

And Estonia is preparing to move forward.

♻️ PPWR IS HERE — THE ERA OF LOOKING AWAY IS OVER

Today, 12 August 2026, the European Union’s new Packaging and Packaging Waste Regulation—PPWR—begins to apply across the EU.

This is more than another environmental regulation. It marks the beginning of a major shift from voluntary promises to binding responsibility.

The PPWR creates a common European framework covering the full life cycle of packaging. It requires businesses to move towards less unnecessary packaging, improved recyclability, increased use of recycled content, stronger reuse systems and greater responsibility for the collection, sorting and recycling of packaging waste. While many of the detailed targets will be introduced in phases, the direction is already unmistakable: companies placing packaging on the European market must prepare, take responsibility and act. Plastic pollution can no longer simply be ignored.

For Corsair, the PPWR confirms exactly why we have been investing in real industrial recycling capacity in Europe.

At our Corsair Finland facility in Kaipola, Jämsä, we are preparing to launch the commercial operations to process "difficult to recycle plastic waste" and transform it into valuable circular raw material for the petrochemical industry. This is the type of real-world infrastructure Europe needs if regulatory targets are to become measurable environmental results—not merely words written in sustainability reports.

Simultaniously, the CSR Plastic Credits provide companies with a transparent and measurable way to support verified plastic-waste recovery and take responsibility beyond their direct operations.

CSR Plastic Credits complement this transition by enabling companies to support verified plastic-waste recovery and take responsibility for plastic beyond their immediate operations and provide an additional way for responsible companies to create measurable environmental impact even beyond the regulatory requirements.

PPWR makes responsibility unavoidable.

Europe's Plastic Waste Problem Can No Longer Be Exported. Is Europe Ready?


For decades, European countries have exported enormous quantities of plastic waste overseas—effectively shifting much of the responsibility for managing it to other parts of the world.

In 2025, Germany, the world's largest exporter of plastic waste, alone shipped more than 810,000 tonnes abroad - thats 810 Million kilos!

The United Kingdom followed closely behind, exporting more than 675,000 tonnes.

Together, these two countries exported approximately 1.485 million tonnes of plastic waste in a single year.

That is equivalent to approximately 279,000 shipping containers of plastic waste leaving Europe in just one year.

In other words, more than 760 shipping containers loaded with plastic waste departed Europe every single day.

That model is now approaching a major turning point.


From 21 November 2026, the European Union will prohibit exports of plastic waste to non-OECD countries while introducing significantly stricter controls and oversight for exports to OECD countries.

This is an important and necessary step.

Plastic waste should not simply be shipped elsewhere to become another country's environmental problem.


However, these new restrictions also expose one of Europe's greatest circular economy challenges.

The recycling infrastructure needed to manage this material within Europe simply does not yet exist at the scale required.

Millions of tonnes of mixed, contaminated and difficult-to-recycle plastics still cannot be effectively processed through conventional mechanical recycling.


As exporting plastic waste becomes increasingly restricted, more of these materials will need to be managed and recycled within Europe.

This is precisely where advanced recycling technologies, like chemical recycling, will play an increasingly important role alongside mechanical recycling.
