CBI Registers Case Against Maharashtra’s Ex-Home Minister Anil Deshmukh, PP Pravin Patil, Pune Police Officers For False FIR Against BJP Leaders
Reported by Mubarak Ansari & Tikam Shekhawat
Pune/New Delhi, 8th September 2024: The Central Bureau of Investigation (CBI) has registered a case against former Maharashtra Home Minister Anil Deshmukh, Special Public Prosecutor (SPP) Pravin Pandit Chavan, and several high-ranking police officials for their alleged involvement in a conspiracy to falsely implicate Bharatiya Janata Party (BJP) leaders in fabricated criminal cases. The FIR was lodged by the CBI's Special Crime Branch-III in New Delhi following a detailed preliminary enquiry.
According to the CBI, the case is based on a Preliminary Enquiry (PE) registered in 2022 after receiving pen drives containing audio and video recordings. These recordings, allegedly handed over by then Maharashtra Opposition Leader Devendra Fadnavis, were subsequently forwarded to the state’s CID for further investigation. The pen drives purportedly depict a conspiracy involving Chavan and senior police officials to frame BJP leaders in false cases.
The enquiry was triggered by four applications filed by Maharashtra MLAs Girish Mahajan, Mangesh Chavan, Jaykumar Rawal, and Sanjay Kute. They alleged that SPP Pravin Pandit Chavan, in collaboration with police officers and former Home Minister Anil Deshmukh, orchestrated a plot to implicate BJP leaders in fabricated cases.
The accusations include:
1. Conspiracy to Frame BJP Leaders: The pen drives allegedly show Chavan conspiring with police officers to file false cases against BJP leaders, tutoring witnesses, and arranging illegal payments to facilitate the investigations.
2. Fabrication of Evidence: The recordings reveal instructions on how to manipulate raids, plant evidence, and register false cases under severe charges such as the Maharashtra Control of Organised Crime Act (MCOCA).
3. Financial Misconduct: The enquiry suggests that hotel bookings and payments for search teams were made by Chavan to further the conspiracy.
The CBI enquiry found that Chavan, in collaboration with Vijay Bhaskarrao Patil, a complainant in FIR registered at Kothrud police station, and police officers Pournima Gaikwad (the then Deputy Commissioner of Police, Zone 3, Pune) and Sushma Chavan (Assistant Commissioner of Police), played a pivotal role in fabricating witness statements and evidence to falsely implicate BJP leaders.
In particular, the investigation revealed that a "zero FIR" was registered in December 2020 at Nimbhora Police Station in Jalgaon, alleging a 2018 incident in Pune. The FIR was later transferred to Pune’s Kothrud Police Station and registered as Cr. No. 03/2021. The case, which was supposedly an effort to gain control over the Jalgaon Zilla Maratha Vidya Prasarak Sahakari Samaj Limited, an educational institution, was found to have been a fabricated attempt to implicate political rivals.
The CBI has now registered a Regular Case (RC) against Chavan, Deshmukh, Patil, Gaikwad, and Chavan under Sections 120-B (criminal conspiracy), 167 (public servant framing incorrect documents), and 211 (false charge of offence made with intent to injure) of the Indian Penal Code (IPC), along with other substantive offences.

Pune: Katraj-Kondhwa Road Development Gets A Push As Municipal Commissioner Resolves Land Issues
Sumit Singh
Katraj, 8th August 2023: Pune Municipal Commissioner Vikram Kumar today conducted an inspection of the stalled Katraj-Kondhwa road due to pending land acquisition, accompanied by officials from various departments. Over the next four to five days, meetings will be arranged with the respective landowners to facilitate the takeover of land falling within a 50-meter jurisdiction.
The commissioner emphasized that once this process is complete, actual construction work will commence, instilling a sense of confidence among local residents regarding the widening of the Katraj-Kondhwa road.
His inspection began at Rajas Society Chowk and covered significant locations such as Mauli Nagar Chowk and Shatrunjay Mandir Chowk.
Vikas Dhakane, Additional Municipal Commissioner, said, "Following the Commissioner's inspection, a positive momentum has been established, setting the stage for accelerated road construction upon site possession. Discussions are underway with landowners within the 50-meter jurisdiction to reach a resolution in the coming days. Concurrently, a tender process is being initiated to promptly remove and relocate the electricity poles obstructing the road."
The Commissioner issued directives to relevant officials to expedite the project by acquiring the land through either cash payments or Transfer of Development Rights (TDR).
City Engineer Prashant Waghmare, Head of the Road Department VG Kulkarni, former MLA Yogesh Tilekar, former Corporator Prakash Kadam, Pratik Kadam, Venkoji Khopde, Rajabhau Kadam, Mahesh Dhoot, as well as citizens, were present during the inspection.
The first phase of the transfer has been successfully concluded, with the remaining two phases slated for completion shortly. The three-month project has been awarded to a contractor. The Maharashtra state government has allocated Rs 200 crores, and an additional Rs 80 crores from the Pune Municipal Corporation (PMC) will contribute to the total budget of Rs 280 crores. This fund will facilitate the land acquisition process for a 50-meter stretch of road, rather than the initially planned 84 meters. The commissioner clarified that the project is expected to be finalized by March 2024.

Pune: PMC's Medical College Dean Caught Red-Handed Accepting Bribe Of Rs 10 Lakh For MBBS AdmissionPune: PMC's Medical College Dean Caught Red-Handed Accepting Bribe Of Rs 10 Lakh For MBBS Admission
Mubarak Ansari
Pune, 8th August 2023: Dr Ashish Srinath Banginwar (54), who holds the position of Dean at Bharat Ratna Atal Bihari Vajpayee Medical College and Hospital, operated under the Pune Municipal Corporation (PMC) Medical Education Trust, was caught red-handed by the anti-corruption bureau (ACB) while allegedly accepting a bribe of Rs 10 lakh.
The payment was the initial part of a total bribe amount of Rs 16 lakh. A case has been officially registered at Samarth police station in connection with this incident, leading to the subsequent arrest of Dr Banginwar.
According to ACB officials, the complainant's son successfully cleared the NEET examination 2023 and secured admission through the Institutional Quota at Bharat Ratna Atal Bihari Vajpayee Medical College, Pune. The admission process for the boy's MBBS program brought the complainant in contact with Dr Banginwar (Dean), who allegedly demanded a bribe of Rs 16 lakh for securing the admission, over and above the stipulated fee of Rs 22.5 lakh per annum.
Refusing to comply with the demand for a bribe, the complainant reported the matter to the Pune unit of the Maharashtra ACB. Subsequent investigation confirmed the claim that Dr Banginwar had solicited Rs 16 lakh as a bribe for facilitating the complainant's son's admission to the MBBS program. An exchange of Rs 10 lakh, constituting the initial installment, occurred within Banginwar's office, resulting in his arrest by the anti-corruption team.
The action was taken under the guidance of Superintendent of Police (ACB-Pune) Amol Tambe, Additional SP Sheetal Janve and DySP Nitin Jadhav. DySP Sudam Pachorkar is further investigating the case.
