Don Marksberry will be our guest on The Grid Podcast Episode 15. Don will be sharing his expertise and knowledge on the topic of Grid Down: Nuclear Reactor Safety Issues. Don started his career as an electronics technician with RCA assigned to the U. S. Navy primarily working on radio, radar and sonar on surface ships and submarines. Followed that with radio electronics manufacturing at Motorola. Don has a Bachelor of Science in Nuclear Engineering. In the 1970s while a student assistant in Plasma and Laser Laboratory at the University of Florida, he first became aware of EMP effects when the magnetic bottles being researched for nuclear fusion research collapsed destroying unprotected electronic devices nearby. He then spent 35 more years as a combined discipline engineer (nuclear, mechanical, electrical and I&C) in the commercial power industry, primarily nuclear. He worked with multiple utilities and contractors, including Westinghouse Nuclear and Areva in design, construction, testing, systems and maintenance engineering. He worked in project engineering and project management. He has been a licensed professional engineer for over 20 years. In the late 1990’s, he earned a Doctorate in Oriental Medicine, teaching Human Anatomy and Physiology. He helped found and was the engineer of record for Gulf Coast Green Energy developing low temperature and waste heat recovery electricity generation.

I am honored to have Rick Smith on The Grid Podcast this week. Rick is an Infrastructure Architect, having worked for 46 years across the disciplines of automation, telecom, and I.T., for Chevron, Texaco, and Getty Oil. Rick designed and built Automation Systems for oil and water processing facilities; from Relay Logic and Programmable Logic Controllers (PLCs), and analog and digital microwave systems, two-way radio systems, and telephone systems as well as other associated instrumentation. Rick led efforts in the engineering of communications and specialized power related telemetry systems, helping support real oil field power system incidents as part of the team dealing with utility separations, and occasionally, black starting facilities. Rick continues to serve as Western Interconnect Lead, for the EMP Task Force on National and Homeland Security, and continues serving on the Enterprise Wireless Alliance Board of Directors.
Rick will discuss how we got to where we are today with the interdependencies of the telecommunications industry with the electric utilities and what that means to America if there is a Black Sky event.

BIO: Mike has served as an executive and director in both public and private organizations, most recently having served as Director of Public Works and Emergency Operations Center (EOC) for twelve years, and then Municipal Services Manager for a private consulting firm. served on the Douglas County Incident Management Team in the positions of Incident Commander and Plans Section Chief as well as Terrorism Liaison Officer for Colorado Information Analysis Center, the state fusion center. I also taught for the CELL (Counterterrorism Education Learning Lab of Denver) Community Awareness Program on “Recognizing the 8 Signs of Terrorism”.
DISCUSSION: We will be discussing the importance of municipalities and counties to plan and prepare if a Black Sky Event were to happen. Municipal readiness, and resilience needs to be a national priority no matter the size of the municipality and county. However, elected officials and municipalities have been reluctant to plan and fund for an extended grid down event.

General Chrosniak enlisted in the Army in 1965, was commissioned through Officer Candidate School, and went on to serve 37 years of combined duty in the Regular Army, Army Reserve, and the National Guard. Ken was promoted by New York Governor George Pataki to Brigadier General in 2005. He holds a Bachelor’s degree in Secondary Education from Daemen College, a Master’s in Education from Saint Bonaventure University, and is a graduate of the Army War College. He has served in varied command and staff assignments in the U.S. and overseas, including Vietnam, Bosnia, Kuwait, Egypt, and Iraq.
General Chrosniak is Vice-President of Cumberland-Goodwill Ambulance Company; active Firefighter with Carlisle Fire and Rescue Company; President, EMPact America; and Congressional Homeland Defense Task Force Board member. General Chrosniak retired from active duty in 1998 as a Colonel while an instructor at the Army War College at Carlisle Barracks, PA, and remained at the Barracks as a civilian faculty instructor. After 9-11 he was recalled to active duty service and served two years on the Joint Chiefs of Staff at the Pentagon, where he helped write the National Military Strategic Plan for the War on Terror, with follow-on service in Iraq for several months at the U.S. Embassy in Bagdad, Iraq and later as Commander of the Abu Ghraib Forward Operating Base and detention facility. He returned home for one year when he was again recalled to Active Duty for an additional two years as Chief of Staff of the Army Asymmetric Warfare Office located in the Pentagon.
