I only look at the base kit and power levels at level 10 with ultimate abilities. No talents are taken into account.
Heroes can change wildly depending on talents, level scaling, and builds. Were I to pick level 20 I feel I would need to take that tier into account as these capstone talents are incredibly powerful. What's the point of ignoring all talents just to cherry pick the last ones. If I did that's +3 more variables for the graph and ult upgrades at 20 can change situations where the abilities are used and asdfasdfasdfasdfasdf it's too much.
Lvl 10. No talents. Both ults.
Some parts of the graph affect others as well. For instance, a hero with good waveclear can have a good solo lane stat as clearing waves is an important part of offlaning, or a character with a lot of mobility abilities gets a boost to survivability because they can avoid more damage.
It's all pretty nebulous and goes off of built up game sense and experience over raw numbers and if that's not good enough for you TOO BAD THEY'RE MY GRAPHS MINE
With all that out of the way:
Waveclear - How quickly and efficiently a hero can clear minion waves. Just because a hero can clear waves quickly doesn't mean they can do so efficiently.
For example, Jaina can clear minion waves with one cast of Blizzard. HOWEVER this spell costs a ton of mana. Used too carelessly can result in her not having the mana to fight/gank/defend herself.
As well, Nazeebo. Renowned waveclear-er doesn't actually kill minions all that fast compared to other mages. He can however, dump his kit on a wave and leave. With the extra mana he gains from his trait he can afford to be more liberal in ability usage.
Some heroes have high AA dmg or cleaving attacks that helps with clearning minions.
In general if a hero can do it quickly: +++ If a hero can do it cheaply: +++
Solo Lane - This looks at if the hero has what it takes to operate on their own. Self sufficiency. Can they clear waves quickly and apply pressure to structures? Can they force hearths or get kills on their opponents? Do they crush the 1v1s? Can they survive ganks? Do they ~need~ their team?
Mobility - This one is pretty straight forward. Can hero move fast? Do hero have movement ability?
Survivability - Hitpoints, self heals, armor. High mobility can affect survivability as dodging damage or evading ganks means you survive, wowe.
Teamfight - This is a little ephemeral, I try to think of what a hero brings to a 5v5. If both teams crash into each other, what how impactful will this one be? A lot of other stats affect this one. Global heroes get to fights quickly. Some tanks lock heroes down, others prefer mobile fights. Some healers can do respectable damage. Maybe you have lots of CC, maybe your hero likes extended fights, maybe you have to carry a Nova. The list goes on. This is the most ass-pully of all the stats.
Utility/CC - The amount and duration of slows, debuffs, terrain manipulation (walls), stuns, roots, sleeps, taunts, immunes, cleanses, invuls, shields, vision, and other supporting abilities and effects as well as how easy they are to apply or re-apply.
Point and click stuns, auto targetting slows, spammable snares will rate just as high as a 3s stun/root combo that happens once a teamfight.
Oh and healers swap -solo lane- for -sustain- (effect and speed of heals) because if you're in the solo lane as the solo healer things have gone very wrong
