उल्लेखनीय है कि श्री कृष्ण सिन्हा के मंत्रिमंडल में राजस्व मंत्री के रूप में कार्य करते हुए, सहाय ने 1949 के ज़मींदारी उन्मूलन अधिनियम का मसौदा तैयार करने और उसे लागू करने में महत्वपूर्ण भूमिका निभाई थी।

देवघर (अब झारखंड में) में जन्मे बिनोदानंद झा 1957 और 1962 में राजमहल सीट (अब झारखंड में) से बिहार विधानसभा के लिए चुने गए। अपने पूर्ववर्तियों की तरह, वे भी स्वतंत्रता आंदोलन के एक अनुभवी नेता थे, जिन्होंने 1919 के भारतीय राष्ट्रीय कांग्रेस अधिवेशन के दौरान महात्मा गांधी के आह्वान पर अपनी पढ़ाई छोड़ दी थी।



श्री बाबू और दीप नारायण सिंह की तरह, वे भी संविधान सभा के सदस्य थे।



झा की सबसे उल्लेखनीय उपलब्धियों में से एक 1963 के मध्य में जयपाल सिंह मुंडा के नेतृत्व वाली झारखंड पार्टी का कांग्रेस में विलय कराना था। झारखंड पार्टी 1952 के चुनावों में दूसरी सबसे बड़ी पार्टी थी और राज्य के आदिवासी बहुल क्षेत्रों में उसकी महत्वपूर्ण उपस्थिति थी।
