Land Transportation Office (LTO) Chief, Assistant Secretary Markus V. Lacanilao, has announced the suspension of Memorandum VDM-2025-4674, which set the deadline for the prohibition and penalties on the use of improvised and temporary plates originally scheduled to take effect on November 1, 2025. The LTO will issue a corresponding memorandum to formalize the suspension. This decision aims to provide consideration and relief to motorists who have yet to receive their official vehicle plates from the agency.
Asec. Lacanilao clarified that while the deadline has been temporarily suspended, enforcement operations will continue against motorists who fail to attach their issued plates, as well as those without an official authorization letter from the LTO certifying that their plates are still pending release. He emphasized that this measure aims to balance fair enforcement with public convenience, ensuring compliance while recognizing the existing challenges in plate distribution.
The Land Transportation Office (LTO), under the guidance of Acting Department of Transportation (DOTr) Secretary Giovanni Z. Lopez, has advised all motorists that the use of improvised and temporary plates will be prohibited starting November 1, 2025.
LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II said there is no more justification in the use of either the improvised or temporary plates since there is no more backlog of license plates for both four-wheel cars and motorcycles.
โKaya sa hindi pa nakukuha ang kanilang mga plaka, we advise them to do so in order to avoid any inconvenience with regard to the strict implementation of this policy. Let us take advantage of the entire month of October to do so,โ said Asec Mendoza, adding that this is in line with the instruction of President Ferdinand โBongbongโ R. Marcos, Jr. to finally address all plate-related concerns.
Once the policy is implemented, Asec Mendoza said LTO enforcers and other deputized personnel to enforce traffic rules and regulations will be advised to apprehend violators for violation of Joint Administrative Order 2014-001 and other existing laws, rules and regulations.
The penalties under the JAO 2014-001 are P5,000 fine and confiscation of the temporary and improvised plates.
He added that motor vehicles with improvised or temporary plates will not be accepted for renewal of registration.
Asec Mendoza, however, clarified that the use of improvised plates will only be allowed provided that an authorization to use them shall be signed by concerned LTO offices that processed the duplicate plate request.
The improvised plate shall contain the assigned plate number of the vehicle with the words โImprovised Plateโ below it.
Asec Mendoza said the strict policy against the use of improvised and temporary plates is reinforced by aggressive efforts to distribute all license plates nationwide in the soonest possible time.
He said the policy will also be supported with the LTOโs existing program of making sure that both the OR/CR and license plates must be available on the day of the release of newly-bought motor vehicles.
