Timed one of the Eileen Hillock photos, showing TV news and a security guard in Morgan Stanley offices inside WTC 2 on 9/11 before the aircraft hit the tower. Two images are currently on display in the 9/11 Memorial Museum.
Recording time is 8:56:42AM (+/- 1 s), EDST.

In the comment section under the same Facebook post, Charlesworth replies to another user that many of the raw tapes at WABC-TV are gone, that "someone took it."

I've luma-enhanced (levels, shadows, curves, brightness & contrast), deinterlaced and upscaled the frame, also added floor and column numbers to better identify the area within the building.
For column identification, I've used my old "chart" for Jennings' story investigation, based on a photo by Lyle Owerko and NIST NCSTAR 1-9 Figure 5-13: flic.kr/p/2jKSTcu
With regard to the recording time, the state of the fire progression on the 11th floor matches up very well with the photo shot by Frank Didik, reproduced as Figure 5-150 in NIST report NCSTAR 1-9 (p. 253 / PDF p. 279). NIST has assigned to the Didik photo the time of 4:39PM (± 120 s).
Some observations gleaned from the enhanced picture:
- The video frame was taken roughly within the last 40 minutes before the local and total collapses of WTC7 have occurred at 5:20PM.
- Most fires in the shown area have already died down, especially on the 12th and 13th floors, critical to NIST's fire-induced collapse hypothesis. In fact, NIST's Fire Dynamics simulations falsely show large fire events on those floors and in this area until the local collapse initiation.
- An active fire is visible only on the 11th floor, looks to be moving further west.
- Some scattered fire pockets can be observed on floors 7 and 9. Judging by the dark red color and the small size, those seems to be rubble fires (i.e. past heat-release peak) about to self-extinguish through the lack of unconsumed combustible materials.
- 10th floor windows are obscured by smoke, probably coming out from 9th floor.
- Still no dark fumes emanating out of the 5th floor louvers (at very bottom of the frame). This rules out a hydrocarbon fire due to allegedly ruptured EG fuel lines in the MER 5-6, compromising the load- transfer structures there up to collapse initiation. Orabi/Jiang/Usmani/Torero (2020 & 2022) are still supporting this very unlikely scenario (FEMA/ASCE BPAT Report: "Low probability of occurrence." / NIST Report: Not much fuel-oil available for critical heating. Intact 3h rated fire proofing. No fumes visible from outside. No other signs. Leak detectors would have prevented it.). Pulled 50 high-quality images with some intact metadata from French website femina.fr, featuring an news article on the 20th anniversary. Many pics come from the photo agency Polaris, including several non-watermarked photos shot by Allan Tannenbaum (first three preview pics) and William Nuñez (last two ones).
