Even while the Dali was docked, she already encountered series of blackouts. I doubt the Master told the Pilot about that trouble because if so, she would have been advised to stay alongside and fix the problem.

Or she may be allowed to leave but with tugboats fast until the Pilots are off (She had two Pilots- an apprentice and a veteran).

Going back to the breakers' tripping problems, I think this boils down to maintenance issues.
