Defense Secretary Lloyd Austin joined his top counterparts at the Armed Forces of the Philippines’ Western Command headquarters in Palawan on Tuesday, where he observed a demonstration of uncrewed surface vessels their militaries are currently developing and discussed other bilateral technology-driving activities that are being conducted from the base.
“Our cooperation continues to grow. That means deepened information-sharing, combined maritime activities, joint training and capacity building. And we can do even more in the future,” Austin told American and Philippine reporters in a press briefing.
This marked Austin’s second stop in the Philippines during his fourth trip to the island nation — the most any U.S. defense secretary has made to that country to date. At the press briefing, Philippines Secretary of National Defense Gilbert Teodoro said Austin requested to pay a personal visit to WESCOM on this stopover.

The United States, Australia and the United Kingdom signed a new agreement Monday that will see the three nations share each other’s testing facilities for hypersonic weapons.
Signed under Pillar 2 of the AUKUS trilateral security pact, the so-called Hypersonic Flight Test and Experimentation (HyFliTE) project arrangement includes plans to conduct at least six flight test campaigns by 2028, according to a news release from the Pentagon. A funding pool worth $252 million will be used to finance the efforts, the release noted. defensescoop.com/2024/11/18/hyflite-aukus-pillar-i…

The new director of the Defense Department’s All-Domain Anomaly Resolution Office (AARO) is scheduled to meet with lawmakers in closed-door and open sessions Tuesday to discuss his organization’s activities investigating “unidentified anomalous phenomena” that have raised national security concerns.
The hearing with the Senate Armed Services Subcommittee on Emerging Threats and Capabilities comes on the heels of the release of the Pentagon’s fiscal 2024 consolidated annual report on UAP.
UAP, an acronym that refers to unidentified anomalous phenomena, is a modern term for UFOs and mysterious transmedium objects.
AARO leader Jon Kosloski told DefenseScoop and other reporters last week that his organization has received over 1,600 UAP reports to date, stating that officials have “taken meaningful steps to improve data collection and retention, bolster sensor development, effectively triage UAP reports and reduce the stigma of reporting a UAP event.”

An artificial intelligence tool developed through Army Cyber Command for continuous monitoring of anomalous behavior on the network is moving into a year-long pilot with U.S. Cyber Command.
The tool, dubbed Panoptic Junction or PJ, is part of the Defense Department’s solution to fulfill a key directive in President Joe Biden’s watershed artificial intelligence executive order that, among many tasks, directed the secretary of defense to develop plans for, conduct and complete an operational pilot to “identify, develop, test, evaluate and deploy AI capabilities, such as large-language models, to aid in the discovery and remediation of vulnerabilities in critical United States Government software, systems, and networks.” defensescoop.com/2024/11/18/army-cyber-ai-panoptic…

Defense chiefs from the U.S. and the Philippines on Monday entered into a new official agreement to enhance sensitive information-sharing and defense technology cooperation between their governments, and broke ground on a new Combined Coordination Center at Camp Aguinaldo in Manila, where their two nations’ military personnel will work side-by-side on regional security operations.
“It’s part of the strategic approach to facing our shared threats that both of our countries have invested a lot of resources, a lot of manpower, and a lot of brain power. And I’m sure it will benefit future generations of both our peoples to come,” Philippines Secretary of National Defense Gilbert Teodoro said. defensescoop.com/2024/11/18/us-philippines-expand-…

As they continue to investigate and resolve a growing caseload of hundreds of reports from current and former government officials about encounters with unidentified anomalous phenomena (UAP), personnel in the Pentagon’s All-Domain Anomaly Resolution Office (AARO) are also launching new projects and resources to declassify materials, promote transparency and enhance collection capabilities.
The office’s new director Jon Kosloski detailed those and other updates during an off-camera press briefing at the Pentagon on Thursday, marking his first open engagement with reporters in this capacity since he assumed the role in August. defensescoop.com/2024/11/14/uap-aaro-chief-unveils…

The University of Notre Dame opened the doors to a new Mach 10 quiet wind tunnel Saturday, a first-of-its-kind facility that adds to the Defense Department’s capacity to research and test hypersonic capabilities.
Hosted by the Notre Dame Turbomachinery Laboratory, the 3,000-square-foot lab space is home to a quiet wind tunnel able to simulate hypersonic flight at speeds up to Mach 10 — or 10 times the speed of sound. The Navy served as the funding agency for the tunnel’s fabrication, with Naval Surface Warfare Center Crane acting as the contract monitor, and future operations will be funded through research grants and contracts. defensescoop.com/2024/11/13/notre-dame-mach-10-qui…
