Okay so I wil give you a quick guide so you know the steps you need to look up and what order to do things in, there will still be stuff you may need to good, but it is all really simple to find on the forums of the paltform you use.

First look on your local 2nd hand markets for dell optiplex machines, they are old but will function great for your needs.
In my area they cost around 20-30 euros, so super cheap for the local pay, it will obviosuly differ by area.
As long as you get one with 4-8 threads and 8-16gb of ram, you will be good to go, you may need to add ram, but that is a later problem and not neccesary to begin with.
Next use either the interal drive or a cheap ssd for your main drive to install the operating system on.
Download tru nas scale from the trunas website, write the iso file to a usb stick using a program like rufus or the raspberry pi imaging program.
Once that is done, plug in the usb to the new pc, open the bios or boot manager (this is before windows boots) select boot from usb and follow the instructions to install trunas.
Now you need drives, you can get some really cheap drives from amazon or ebay that have been refurbished, you just need to run some smart scans to check the health of the drives in trunas before you use them, return any that fail the test and replace them.
Now install the drives into the computer, you may need extra sata and sata power cables to do this, but once in boot up the machine.
Make a pool out of the drives you bought, minimum of two, I recommend four as a beggining, 3 will be storage and the 4th redundancy.
Once you make this ZFS pool, set up and NFS or SAMBA share in the interface and allow it the IP address of your devices.
on your phone and laptop or desktop, set up a nework drive using the details of your trunas machine and you now have NAS (network attached storage) you now have a huge amount of space to store all your data on.
You can now go wild and add more drives, set up VPNs so you can access your machine from anywhere in the world or just have an amazing in home streaming system.
