MEZ™ Ecosystem — From Village Market to an Integrated Micro Rural Economy
Bangladesh’s rural economy already has the most important foundations: farmers, traditional haat-bazaars, artisans, SMEs, local entrepreneurs, skills, natural resources and community networks.
The Micro Economic Zone™ (MEZ™) concept proposed by Architecture Research and Development (ARD) is about connecting these existing strengths into an integrated, locally driven economic ecosystem.
The proposed vision is to develop 6,000 MEZs across Bangladesh, potentially connecting 600,000 entrepreneurs through locally appropriate economic activities and value chains.
The approach is simple:
Map what already exists → Connect what works → Fill the missing infrastructure → Create value locally → Pilot → Prove → Scale
An MEZ can bring together agriculture, agro-processing, SMEs, storage and cold chain, local markets, skills and training, renewable energy, circular resource systems, digital services, finance and entrepreneurship within one locally integrated framework.
This is not simply about constructing thousands of new sites.
It is about transforming existing rural economic activity—from the village haat to production, processing, storage, branding and market access—into a stronger local economic ecosystem.
The model also aligns economic development with social development and environmental sustainability, contributing to the broader objectives of the SDGs, food security, employment generation, climate resilience and inclusive rural growth.

With the aim of bringing Bangladesh’s agriculture, micro and small entrepreneurship, rural economy, employment generation, and climate-resilient development under an integrated framework, we are working on a Mega Master Plan for the implementation of 6,000 Micro Economic Zones (MEZs) across Bangladesh.

Under this initiative, the phased plan includes the establishment of:

- *6,000 Cold Storage Facilities
- 6,000 Agro-Processing Centres
- 6,000 Dryer Units
- 6,000 Food Processing Units*

Alongside these core facilities, the initiative proposes integrated infrastructure and services for environment-friendly and income-generating housing, entrepreneur workspaces, training and incubation, renewable energy, packaging and branding, market linkage, and local value-chain development.

Based on local resources, production potential and market demand, approximately 333 types of potential businesses and income-generating activities are planned to be connected with this nationwide network.

Each Micro Economic Zone may initially engage around 20–25 entrepreneurs, with the potential to gradually scale up to 100 entrepreneurs per zone. At full scale, this could create a national economic network of approximately 600,000 entrepreneurs.

A model project has already been initiated in Gazipur as part of the pilot implementation process.

To present and discuss the concept, implementation strategy, financing framework, public-private collaboration, institutional coordination, and the potential for expanding this national initiative across different regions of Bangladesh, we are organising a National Press Meeting and Stakeholder Dialogue.

The Silent Devil Wins First Prize

— Architect Sumsun Nahar Moonni

One day, a great devil summoned all the devils of the world and arranged a competition.

The subject of the competition was—

“Who has caused the greatest harm to individuals, society, and the state?”

One by one, they came onto the stage and began describing their deeds.

One said,
“I killed people and created violence, riots, and terrorism.”

Another said,
“I mixed poison, adulterants, and harmful chemicals into food, slowly making people sick.”

One said,
“I flooded the market with counterfeit and expired medicines, pushing patients toward death.”

Another said,
“I spread drugs among young people and destroyed their intelligence, health, families, and future.”

Someone said,
“Through bribery, corruption, commission-based dealings, and black money, I weakened the institutions of the state.”

Someone else said,
“I embezzled money from banks and the public and transferred it abroad.”

Another said,
“I seized the land and property of poor people through forged documents.”

One said,
“I withheld the fair wages of workers and stole the earnings of helpless people.”

Someone said,
“I stole funds meant for orphans, widows, elderly people, and the helpless.”

Another said,
“I looted relief supplies, medical assistance, and disaster-support materials.”

One said,
“I sold justice for money, punished the innocent, and protected criminals.”

Another said,
“Through false cases, fabricated testimony, and propaganda, I destroyed the lives of innocent people.”

Someone said,
“I used religion to divide people, spread hatred, and serve my own interests.”

One said,
“In the name of politics, I used young people for violence, extortion, and crime.”

Another said,
“I took away people’s votes, opinions, and rights, and established fear and injustice.”

Someone said,
“I spread false news, rumours, and propaganda, creating distrust and conflict among people.”

One said,
“Through social media, I spread obscenity, addiction, jealousy, and confusion, destroying people’s time, judgement, and conscience.”

Another said,
“I abused women and children and used power to hide my crimes.”

Someone said,
“I turned human trafficking, child labour, and the poverty of helpless people into a business.”

One said,
“I turned hospitals from places of service into traps for making money.”

Another said,
“I exploited patients through fake tests, incorrect reports, and unnecessary treatment.”

Someone said,
“I used poor-quality construction materials in buildings, bridges, and roads, putting human lives at risk.”

One said,
“I destroyed rivers, canals, forests, and hills, damaging the environment and endangering future generations.”

Another said,
“I dumped toxic waste into water and soil, destroying agriculture, fish, animals, and human life.”

Someone said,
“I deprived farmers of fair prices, created artificial shortages, and increased the prices of essential goods.”

One said,
“I damaged farmers and agriculture through fake seeds, adulterated fertilisers, and harmful pesticides.”

Another said,
“I took money in exchange for jobs and appointed unqualified people while excluding the deserving.”

Another came forward and said—

“I hoarded essential goods and created artificial shortages. Even when products were available in the market, I blocked supply so that prices would rise and ordinary people would be forced to pay more.

I created shortages of rice, lentils, oil, medicine, construction materials, and other necessities, turning people’s helplessness into profit. Poor families suffered, small businesses closed, and the market became unstable.”

Someone said,
“I looted money from public projects and showed incomplete or nonexistent work as completed on paper.”

One said,
“I photographed people’s poverty, illness, and suffering and used their pain for my own publicity.”

Another said,
“I created suspicion, jealousy, pride, and division within families and destroyed relationships.”

Someone said,
“I set examples of dishonesty, greed, and injustice in front of children.”

One after another, the terrifying devils described their deeds. Everyone assumed that one of them would win first prize.

But in one corner of the hall sat a devil who remained completely silent. He did not boast about any achievement. The others began laughing at him.

At last, the great devil called him onto the stage.

He stood calmly and said—

“You destroyed an individual, a family, or perhaps an institution. But I destroyed the education system of an entire country.

I issued fake certificates.
I leaked examination papers.
I made cheating normal.
I replaced merit with money, influence, and political connections.
I humiliated qualified teachers and placed unqualified people in positions of responsibility.

Instead of encouraging students to gain knowledge, ethics, and skills, I kept them occupied with drugs, illegal money, abuse of power, violence, and luxury.

I created a generation that received certificates but not education; gained positions but not competence; acquired power but not conscience.

The unqualified students I created later became—

adulterated-food traders,
producers of counterfeit medicines,
bribe-taking officials,
corrupt engineers,
dishonest doctors,
unjust judges,
greedy businesspeople,
unqualified teachers,
and irresponsible leaders.

You committed crimes,
but I created the system that produces criminals.

I did not commit only one crime—
I built the factory of all crimes.”

The entire hall fell silent.

Then the great devil stood and declared—

“A murderer destroys one life. A person who poisons food makes many people sick. A corrupt person weakens an institution.

But the one who destroys the education system destroys the present, the future, the conscience, the morality, and the capability of an entire nation.

He does not destroy only the people of today—
he pushes several future generations into darkness.”

And so, on that day, the silent devil was awarded first prize.

Moral of the Story

Education is the backbone of a nation.

When an education system collapses, it is not only schools and universities that suffer. The administration, healthcare, engineering, justice system, economy, politics, business, and social values of the entire state gradually begin to fall apart.

A weapon can kill one person.
Poison can make many people sick.
Corruption can destroy an institution.

But a distorted and corrupt education system can destroy the future of an entire nation.

Criminals harm society, but a broken education system keeps creating new criminals.
