Light to moderate with at times heavy rains over mainland Cagayan, Quirino, Nueva Vizcaya, Marinduque, Romblon, and the rest of Bicol Region.

The Malacanang sa Sugbo is in restoration process to be converted into a national museum funded by National Museum. The Cebu Port Authority that owns the building and the National Museum of the Philippines signed a usufructory agreement that authrorizes the National Museum to use the Malacanang sa Sugbo as a museum that will showcase the rich culture, arts and history of Cebu through visual arts and scupltures.
Malacanang sa Sugbo is located near Port San Pedro and Plaza Indenpendencia within the vicinity of Cebu Port Authority.

Issued at 4:00 PM, 15 December 2021
At 3:00 PM today, Typhoon "ODETTE" {RAI} was estimated based on all available at 495 km East of Hinatuan, Surigao del Sur (9.1°N, 130.8°E) with maximum sustained winds of 130 km/h near the center and gustiness of up to 160 km/h. It is moving West Northwestward at 25 km/h. Northeast Monsoon affecting Luzon.

SYNOPSIS: At 3:00 AM today, the center of Tropical Depression "LANNIE" was estimated based on all available data at 110 km East of Surigao City, Surigao del Norte (9.7°N,126.5°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h. It is moving Northwestward at 20 km/h.
