STATE GOVERNMENT CONSTITUTES A WORKING GROUP ON COMPREHENSIVE RATIONALISATION OF MANPOWER

Zunheboto Media, July 24: The Government of Nagaland has constituted a Working Group on Comprehensive Rationalisation of Manpower vide Notification No. FIN/BUD/4-1/SLC-ERRM/WG/2026-27/63 dated the July 15, with a mandate to undertake a State-wide review of all Departments, Directorates, subordinate and field offices, Boards, Corporations, Government Institutions and State Public Sector Undertakings; to assess the functional justification for the posts presently existing in such establishments; and to recommend a rationalised staffing structure consistent with the fiscal consolidation targets of the State. The exercise is founded upon a validated, post-wise establishment database, and the submissions now called for from Departments and Government establishments will constitute the primary record on which the findings and recommendations of the Working Group are to rest.

All Departments and Government establishments are required to furnish their post-wise establishment data in the proforma prescribed by the Working Group, duly signed by the Head of Department and countersigned by the Administrative Head of Department, on or before Friday, the August 7, 2026. Official communications have been sent to all Departments via email.

An officer not below the rank of Under Secretary/Deputy Director is to be nominated as Nodal Officer for the exercise, and the particulars intimated to the Working Group Secretariat within 3 (three) days of publication of this communique. In the event of non-receipt of the submissions within the stipulated period, the Working Group will proceed on the basis of the establishment and payroll data available on record, and the position will be reflected accordingly in its report to the Government. MoU SIGNED FOR SHIFTING SAI TRAINING CENTRE TO MDSC DIMAPUR

Zunheboto Media, July 24: A programme marking the signing of a Memorandum of Understanding (MoU) for the shifting of the Sports Authority of India (SAI) Training Centre to the Multi-Disciplinary Sports Complex (MDSC), Dimapur, was held at the Chief Minister's Residential Complex, Kohima on July 24.

Addressing the gathering, Chief Minister, Dr. Neiphiu Rio described the signing of the MoU as the beginning of a new chapter in Nagaland's sporting journey. He said the relocation of the SAI Training Centre to the Multi-Disciplinary Sports Complex, Dimapur, marks a significant milestone achieved through years of sustained commitment to strengthening the state's sports ecosystem and creating greater opportunities for its youth.

The Chief Minister said that the operationalization of the new training centre would enable athletes to benefit from quality coaching, modern residential facilities and scientific support systems, thereby strengthening sports development in Nagaland and the wider North East region. Expressing satisfaction over other ongoing SAI infrastructure projects at the MDSC, Dimapur, Rio said these initiatives would significantly enhance the training ecosystem and further strengthen the development of high-performance sports in the state.

Highlighting the government's continued investment in sports, he said the state recognises the immense sporting potential of its youth and has been focusing on developing modern infrastructure, sports science, grassroots competitions, athlete welfare and capacity building. He also recalled the inauguration of 16 new sports infrastructure projects earlier this month, with several more projects in the pipeline.

Speaking on behalf of the SAI, Deputy Director General Majushree Dayanand termed the occasion a landmark in the partnership between the Government of Nagaland and SAI. She appreciated the state government for providing a new venue for the training centre and for facilitating the creation of a Centre of Excellence. Quoting, "To go far, we need to start near," Dayanand stressed that Nagaland possesses immense sporting talent that requires proper nurturing, motivation and encouragement. She urged the local community to view sports as a viable career option for young people, adding that sports play a vital role in shaping responsible and productive citizens.

Earlier, in his welcome address, Advisor for Youth Resources and Sports, S Keoshu Yimkhiung said the partnership reflects the government's commitment to nurturing sporting talent and building a strong sports culture in the state. He said the relocation of the training centre would provide athletes with improved opportunities to train and compete at the highest level.
Also speaking at the programme, Abu Metha, Vice President of the Athletics Federation of India (AFI) and Secretary General of the Nagaland Olympic Association (NOA), credited Chief Minister Dr. Rio for his vision and sustained efforts to promote sports in the state despite numerous challenges.

Metha said sports have the power to unite the nation and bring young people into the national mainstream, making it an effective platform for fostering national integration. He also appealed to the Sports Authority of India to consider customised sports programmes tailored to the unique needs of the North East in order to strengthen grassroots sports development in the region.

COORDINATION MEETING HELD AT MON

The Deputy Commissioner briefed on the Road blockages and the work progress for clearance of roads. He also briefed on the ongoing Search and Rescue Operation to retrieve the missing person at Landslide area at Walo Ward. He also informed that with the tireless efforts of the Power Department led by the Executive Engineer and SDO Power, the work to retrieve electricity is under progress. Line fault had been detected and clearing the fallen trees started at 66kv Nagnimora-Tizit Line, the DC added.

Advisor convey his sympathy to the effected family for their loss and commended the District Administration, Assam Rifles, Civil Society, DEF and all the volunteers for their tireless efforts. NIT ROURKELA DEVELOPS AUTONOMOUS SYSTEM AND METHOD FOR MONITORING AND CLEANING SOLAR PLANTS

Zunheboto, July 24: Innovators from National Institute of Technology Rourkela have developed an Artificial Intelligence (AI) powered autonomous system for monitoring and cleaning solar plants. The innovation addresses the challenge of maintaining clean solar plants to ensure peak power generation without regular human intervention.

The system has been developed by Prof. Arun Kumar, Assistant Professor, in collaboration with Prof. Bibhudatta Sahoo, Professor, and research graduates Dr Lopamudra Hota and Dr Biraja Prasad Nayak, from the Department of Computer Science and Engineering, NIT Rourkela. The team has secured an Indian patent titled, "Federated Learning based Autonomous System and Method for Monitoring and Cleaning Solar Plant" (Application No.: 202531124513 and Patent No.: 595979).

As solar energy capacity in India is expanding rapidly, large-scale solar farms, particularly in arid and dusty regions, face energy losses of up to 40% caused by dust, bird droppings, industrial pollutants, and other debris accumulated on solar panels. Conventional methods/practices used to clean solar panels are labor-intensive and require a large amount of water. Such practices usually rely on scheduled maintenance of the panels rather than on panel conditions.

To address these limitations, the NIT Rourkela research team has developed an autonomous mechanism powered by Federated Learning (FL), the invention provides an AI-driven framework leverages FL to enable intelligent, privacy-preserving monitoring, fault detection, and optimised cleaning recommendations for solar panels. The technology has been validated through simulation and is currently at Technology Readiness Level (TRL)-3, demonstrating proof-of-concept under controlled experimental conditions.

Speaking about the developed technology, Dr. Arun Kumar, Assistant Professor, NIT Rourkela, said, "The patented system combines federated learning, edge computing, artificial intelligence, autonomous cleaning, and predictive maintenance into a single integrated sand-box platform. Notable features, including real-time edge intelligence, autonomous fault detection, selective need-based cleaning, reduced water consumption, and lower maintenance costs, make it a one-of-its-kind system."

Speaking about the cost effectivelness of the technology, Prof. Bibhudatta Sahoo, Professor, NIT Rourkela, said, "While current market solutions suffer from high capital costs and limited intelligence, our developed system integrates advanced AI capabilities for autonomous operation. Once scaled for field implementation, the technology is expected to deliver superior performance and features at approximately 10% of the cost of existing systems."

NAGALAND MP SUPONGMEREN SEEKS RESTORATION OF PASSENGER TRAIN SERVICE TO TULI

Zunheboto, July 23: Nagaland Lok Sabha Member of Parliament S Supongmeren Jamir has urged the Centre to restore passenger train services to Tuli town in Mokokchung district.
Raising the issue in the Lok Sabha, Jamir called on the Ministry of Railways to take immediate steps to revive passenger services on the Tuli route, which has remained non-operational despite rail infrastructure being in place.
According to a press release, the MP pointed out that the Tuli railway line has been operational on metre gauge since the 1990’s and was upgraded to broad gauge in 2000. A successful passenger trial run between Tuli and Mariani was conducted in 2007, but regular passenger services were never introduced.
Jamir urged the Railway ministry to introduce a passenger train with a parcel van between Dimapur and Tuli, reasoning that the service would benefit daily commuters, traders, students and residents of the region.
He also sought the extension of broad gauge passenger train services from Guwahati to Tuli, stating that it would strengthen rail connectivity between Nagaland and Upper Assam while promoting economic activity.
Highlighting the route's commercial potential, the MP reminded that the existing goods train service between Amguri and Tuli had generated nearly INR 30 crore in revenue during the last financial year.
Stating that there was strong public demand for the restoration of passenger services, Jamir assured the Railway Ministry of public support for the initiative and urged it to act at the earliest.

The MoUs were signed and exchanged onJuly 22 during the Nagaland–Japan Connect Memorandum of Understanding Signing and Exchange Ceremony held at the School of Agricultural Sciences, Medziphema Campus, Nagaland University.
The ceremony was attended by university officials, faculty members, representatives of the Government of Nagaland, and delegates from Japan, marking another step towards strengthening academic and agricultural collaboration between Nagaland and Japan.

ASSAM- NAGALAND BORDER CO-ORDINATION MEETING STRESSES ON JOINT MONITORING AND PEACEFUL RESOLUTION

Zunheboto Media, July 23: The District administration of Karbialong headed by DC, Aranyak Saika, IAS and other senior civil officials, SSP had a coordination meeting with District Administration of Dimapur on July at Circuit House, Dimapur.

The meeting emphasized the need for continuous communication between the district administrations and police of both states to ensure that any emerging issues along the border are addressed promptly and peacefully. Opening the discussion, officials highlighted the cordial relationship maintained between the two administrations and appreciated the prompt response of the Assam and Nagaland Police whenever incidents occurred in the border areas. It was noted that such cooperation has helped prevent escalation of disputes and ensured the safety and security of residents living along the border.

Revenue officials from Assam presented the historical and administrative background of the disputed areas, referring to district boundary notifications, revenue records, and census documents. They maintained that the concerned villages have long been part of the notified administrative jurisdiction of Assam and have been included in electoral rolls and census operations for several decades.
Despite differing claims, both sides agreed that maintaining peace on the ground remains the immediate priority. Officials stressed that people-to-people contact, regular meetings and mutual trust are essential in preventing misunderstandings and resolving local issues before they escalate.

To strengthen confidence-building measures, a proposal was made to constitute a joint border monitoring committee comprising district officials, police personnel and representatives from the concerned border villages. The committee would monitor developments, respond jointly to incidents and facilitate dialogue between affected communities while maintaining the existing status quo until a final settlement is reached by the appropriate authorities. Officials from both sides agreed that future visits to sensitive border locations should, as far as possible, be conducted jointly by the administrations and police of both states to avoid misunderstandings and maintain transparency.

The meeting concluded with a renewed commitment to sustained dialogue, coordinated action and peaceful coexistence, with both sides agreeing that regular communication and mutual cooperation remain the most effective means of preserving harmony along the Assam–Nagaland border.

COMMITTEE ON URBAN LOCAL BODIES AND NAGALAND VILLAGE COUNCILS SITE VISIT TO PFUTSERO

Zunheboto Media, July 23: The Committee on Urban Local Bodies and Nagaland Village Councils (the Nagaland Municipal Act, 2023 and the Nagaland Village and Tribal Councils Act, 1978, as amended up to 2022) of the Nagaland Legislative Assembly, under the Chairmanship of Advisor, K. Tokugha Sukhalu, accompanied by Advisor, Imkongmar; Advisor, Dr Kekhrieilhoulie Yhome; MLA, A. Nyamnyei Konyak; MLA, Dr Neisatuo Mero; MLA, Y Lima Onen Chang, and Assembly Secretariat Officials led by Khruohituonuo Rio, Secretary conducted an official site visit to Pfutsero Town under Phek District on July 22 to review the implementation of the Nagaland Municipal Act, 2023 and the Nagaland Village & Tribal Councils Act, 1978.

The meeting was moderated by Rhosietho Nguori, DC Phek and the introduction was delivered by Mhalo Humtsoe, A.D.C Pfutsero. The meeting was also attended by Ramneek Gautam, S.D.P.O Pfutsero, Vekhrolo Koza. B.D.O Pfutsero, Ketsinle Tep, E.A.C, Razeba, and Bangjunglemba, E.A.C, Pfutsero. The Committee held separate interactions with the Village Council Chairmen, Village Development Board (VDB) Secretaries under Pfutsero Sadar, Councillors of the Pfutsero Town Council and the Gaon Buras of Pfutsero Town. The discussions centred on the implementation of the two Acts under consideration, with emphasis on coordination between the Pfutsero Town Council and the Village Councils, Civil Administration, service delivery, developmental activities and challenges at the grassroots level.

The stakeholders shared their views, concerns and suggestions on issues relating to urban governance, sanitation and solid waste management, infrastructure development, implementation of Government schemes, financial resources and the role of Village Councils and VDB Secretaries in promoting coordinated and sustainable local governance. The Committee took note of the issues and suggestions placed before it for further examination.

The Committee appreciated the cooperation extended by the Deputy Commissioner, Phek, ADC Pfutsero, the Pfutsero Town Council led by the Chairman Mikha Kenye, and all the stakeholders. It expressed confidence that the observations and recommendations arising from the visit would contribute towards strengthening the implementation of both the Nagaland Municipal Act and the Nagaland Village and Tribal Councils Act, thereby enhancing the overall functioning of Urban Local Bodies and Rural Local Bodies in the State.
