1.) he's only stated as "Sonic's strongest foe" in a manual used to promote Sonic forces, that same manual states that you fight chaos in the game (which you don't), making it unreliable.
2.) Sonic doesn't even beat Infinite. He gets stomped twice and then at the end, he beats a weakened Infinite with the help of the Rookie. Keep in mind Infinite is only star level at most (I'll explain why later).
3.) Infinite at the end of the game is weakened after creating a sun, and that sun is clearly not as big, or hot as the real one. In real life a solar flare (basically a sun fart). Can damage the earth enough to remove centuries of progress, but apparently in Sonic forces the sun is so much colder and smaller. You can go watch the cut scene, and then take a look at comparisons between the earth and Jupiter, look at the difference, that "sun" is at most the size of Saturn, and IRL, if the sun was that close to us then the earth would implode and we would all die instantly. (I've seen people argue that the sun is actually multiversal somehow, which is an absurd assumption). Compare that to Solaris who destroyed the majority of the universe by his mere presence, which only left a single safe zone that the main cast were in.
4.) Even if you wanna use the infinite's fallacious statement, he was only stated as Sonic's strongest FOE, not villain. So this statement excludes Solaris, Time Eater, Dark Gaia, Mephiles, etc. It only includes Shadow, metal, Silver, Knuckles, and maybe Blaze (since she rivaled Sonic at some point). There's a massive difference between foe and villain.
