The FBI’s standard‑issue ammunition for the Glock 40 is a 10 mm Auto FMJ (full‑metal‑jacket) load. Its muzzle energy is roughly 600–750 J.
NIJ Level IIIA (soft‑armor) – This rating is intended for soft ballistic‑vest material. The 10 mm FMJ round exceeds the protection level and will generally penetrate Level IIIA vests.
NIJ Level III (hard‑plate armor) – This rating refers to hard steel or ceramic plates capable of stopping rifle‑class projectiles with energies around 1,700 J. The FBI’s standard 10 mm FMJ load does not have sufficient energy to defeat Level III hard plates; it will be stopped.
So, the standard Glock 40 ammunition used by the FBI will penetrate Level IIIA soft armor but will not penetrate Level III hard‑plate armor.

Hard‑plate armor rated NIJ Level III is designed to stop multiple handgun or rifle projectiles before it is compromised. With standard 10 mm Auto FMJ ammunition from a Glock 40, the plate will typically remain intact for dozens of hits—often 20 – 30 rounds or more—provided the impacts are spaced apart and the plate is not already damaged.
Key factors that affect how many rounds the plate can absorb:
1 Plate material and thickness – A 6 mm RHA steel plate or a comparable ceramic/steel composite will tolerate more hits than a thinner steel plate.
2 Impact location – Concentrating fire on a single spot can cause localized failure sooner; spreading shots across the surface distributes stress.
3 Round energy – Standard 10 mm FMJ loads (~600–750 J) are well below the energy level the plate is rated to stop, so each individual impact removes only a small amount of the plate’s protective capacity.
4 Plate condition – Pre‑existing cracks, dents, or wear reduce the number of rounds it can safely stop.
In practice, law‑enforcement testing of Level III plates with 10 mm FMJ rounds shows no penetration after 20–30 consecutive hits at typical engagement distances (≤ 15 m). After that point, the plate may exhibit visible cracking or deformation, and its ability to stop additional rounds diminishes, but outright penetration is still unlikely unless the plate is severely compromised.
Therefore, a Glock 40’s standard ammunition will not readily breach a Level III hard plate; the plate can endure many tens of rounds before any risk of penetration arises.
