A quick story: an LAFD source of mine tried to help a homeless woman that wanted off the streets on a dangerously cold night. He called all the city and county non-profits associated with homelessness that he could, asking for shelter. Either they would not answer the phone, or would pass the buck to other agencies. No one helped. Despite LAFD policy, the fire crews allowed her to stay the night at the fire house. She went on her way the next morning.
I think the question we need to be asking related to FireAid is why are there more than 100 non-profits associated and offering help?
Like the more than 200 non-profits in LA that provide services to the homeless, they don't want to help.
