The Jammu Bench of CAT has stayed the operation of the relevant
provisions of the Jammu and Kashmir Revenue (Subordinate) Service
Recruitment Rules of 2009, insofar as they mandate Graduation with knowledge
of Urdu as the minimum qualification for the post of Naib Tehsildar. Further, the Jammu and Kashmir Services Selection Recruitment Board
(SSRB) has been directed to accept applications for the post of Naib Tehsildar from candidates who possess Graduation with knowledge of any of the five official
languages enumerated in the Jammu and Kashmir Official Languages Act, 2020,
which includes Hindi, Kashmiri, English, Dogri, and Urdu.

*Key safety steps during shelling, especially relevant in border areas:*
1. *Shift to the Ground Floor:* Stay on the ground floor to reduce exposure to direct hits. Upper floors are more vulnerable.
2. *Use Sandbags or Soil Bags:* Place sandbags or soil-filled bags on rooftops (especially of single-storey houses) and along walls to absorb the impact of shell fragments and reduce damage.
3. *Take Shelter in Bunkers:* Use underground bunkers or specially designed community shelters whenever available.
4. *Avoid Windows and Doors:* Stay away from glass windows and doors to prevent injury from shattered glass.
5. *Turn Off Gas and Electrical Appliances:* Prevent fire hazards by turning off cooking gas, heaters, and unnecessary electrical appliances.
6. *Lie Flat and Cover Head*: If caught outside, lie flat in a low-lying area and protect your head with your arms or a sturdy object.
7. *Keep Emergency Kit Ready:* Include first aid, water, dry food, flashlight, battery-powered radio, and important documents.
8. *Follow Official Instructions:* Listen to local authorities or radio/TV announcements for updates and evacuation orders.
