ข้อเสนอ Navantia: ยกระดับอุตสาหกรรมต่อเรือไทยสู่มาตรฐานสากล
Navantia พร้อมมอบสิทธิ์การถือครองแบบเรือ (IP Rights) ในตระกูล Alfa 3000 ให้แก่ประเทศไทย โดยเน้นย้ำกระบวนการถ่ายทอดเทคโนโลยี (ToT) อย่างเต็มรูปแบบ ดังนี้:

ความร่วมมือระดับยุทธศาสตร์: อู่เรือของไทยจะมีส่วนร่วมในทุกกระบวนการ ตั้งแต่การออกแบบรายละเอียด (Detailed Design) การจัดสร้างเรือ จนถึงขั้นตอนการส่งมอบ

การพัฒนาโครงสร้างพื้นฐาน: สเปนพร้อมเข้ามาร่วมพัฒนาศักยภาพอู่เรือไทยตั้งแต่วันแรก เพื่อยกระดับขีดความสามารถในการต่อเรือรบสมรรถนะสูง

นิเวศอุตสาหกรรมป้องกันประเทศ: กลุ่มพันธมิตรบริษัทจากสเปนพร้อมขยายฐานการลงทุนในไทย เพื่อสร้างห่วงโซ่อุปทาน (Supply Chain) และอุตสาหกรรมต่อเนื่องภายในประเทศ หากไทยเลือกแบบเรือจาก Navantia

มุมมองเพิ่มเติมด้านสมรรถนะ:
แม้น่าเสียดายที่ไม่ได้เห็นแบบเรือ Multipurpose Frigate ขนาด 3,800 ตัน (โครงการปี 2555) ถูกนำเสนอในครั้งนี้ แต่เหตุผลสำคัญของ Navantia คือการเน้นความคล่องตัวในการเข้าจอดได้ทุกท่าเรือหลักในไทย จึงตัดสินใจนำเสนอแบบเรือขนาด 3,000 ตัน ที่มีความอเนกประสงค์และตอบโจทย์ความต้องการทางยุทธวิธีในปัจจุบันมากกว่า
