📢Dear Friends & Families!
I would like to inform you that the President of the Russian Federation has signed a law on 26 July 2026, liability for violating requirements when concluding contracts for cellular services (purchasing SIM cards) with foreigners or stateless persons.

This concerns the failure to include the following information in such agreements:
1️⃣the Identifier of the User Equipment Identifier (IMEI) in which the identification module will be used;
2️⃣or knowingly providing false information about such an identifier in which the identification module will be used.
According to the amendments to the Criminal Code of the Russian Federation, punishment will be imposed if the offender has already been held administratively liable twice within a year for the same violation or if they have a prior conviction for a similar crime.

‼️Such an act will be punishable by:
• a fine of 300,000 to 500,000 Rubles or an amount equal to the salary or other income of the convicted person for a period of six months to one
year;
• either compulsory Labor for up to 180 hours;
• or correctional Labor for up to six months;
• or restriction of liberty for up to one year;
• or forced Labor for up to one year,
• or arrest for up to two months;
• or imprisonment for up to one year.

As a reminder, the specific of providing mobile radiotelephone services to foreign citizens and stateless persons are set out in Article 45.1 of Federal Law No. 126-FZ"On Communications" of July 7, 2003.

According to this law, a contract for the provision of cellular communications services is concluded upon presentation to the communications operator (or a person acting on its behalf) of an identity document, subject to confirmation of the accuracy of the data about the person using the Unified Identification and Authentication System (ESIA) and the Unified Biometric System (EBS). However, concluding a contract for the provision of mobile radiotelephone services with a foreign citizen or stateless person via the internet is not permitted.

In Russia 🇷🇺 Rules regarding medical examination for foreigners have changed 🤯

Starting 1 September, foreigners must undergo a medical examination within 30 days after arriving to Russia. Currently, it must be done within 90 days. In addition, foreigners will also need to undergo a medical examination every year as long as they are living in Russia.

🏠 Whom does this concern?

Foreigners that reside in Russia for longer than 90 days per year. For example, this would concern workers and students, among others.

🏥 Where can I undergo a medical examination?

You can find clinics that provide these medical examinations in a special list. You can find their addresses at а migration center or from the MVD Migration Department in your region.

❓ What happens if I don’t do the medical examinations?

For now, there is no legal punishment. However, starting 1 September, you can be fined ₽25,000 to ₽50,000 and required to leave Russia if you refuse to undergo a medical examination.

Foreign medical specialists are invited to join a FREE fellowship in Russia 👩‍⚕👨‍⚕ ‪@Russiatamilan‬

The ‘InteRussia’ medical fellowship is being held from October 12 to 24, 2026, at Sechenov University. Knowledge of Russian is not required.

You are eligible to participate if you:
↩️ have a medical education
↩️ are between 21 and 40 years old
↩️ do not hold Russian citizenship and reside outside the Russian Federation and, at the time of application, do not have a contract with Russian organizations
↩️ have an English proficiency of at least B2 level

The fellowship is designed to introduce international specialists to modern Russian approaches to diagnostics, treatment and the organization of medical care, as well as to high-tech solutions used in leading clinics and research centers in Russia.

Int’l students invited to take part in the Russian language Olympiad 🇷🇺

🎓The Pushkin Institute invites high school students from around the world not only to test their knowledge of Russian, but also to actually visit Russia!

👩‍🎓👨‍🎓Students aged 14 to 18 can participate in the Olympiad. It’s open both to those who currently study Russian as a foreign language and to those who attend international schools with Russian as the language of instruction.

🛫 After that, a remote qualifying round will take place and those who make it to the finals will be invited to Moscow for the in-person final round – with all costs covered by the host. It will be held from November 13 to 19, 2026.

📚Winners and prize-winners of the Olympiad will receive the right to free online education at the Pushkin Institute, a three-week additional education program (starting within one year of receiving their diploma).

Russian State fees for foreigners may change 🇷🇺

Right now, the State Duma is considering amendments to the Tax Code of the Russian Federation. If passed, certain fees will increase starting July 1, 2026.

Which fees are going up?

🔹 Russian citizenship application: ₽4,200 → ₽50,000
🔹  Residence permit (VNZh): ₽6,000 → ₽30,000
🔹  Temporary residence permit (RVP): ₽1,920 → ₽15,000
🔹  Student RVP: ₽1,920 → ₽8,000
🔹  Work permit: ₽4,200 → ₽5,000
🔹  Entry visa invitation: ₽960 → ₽8,000
🔹  Single‑entry visa: ₽1,200 → ₽2,000
🔹  Multiple‑entry visa: ₽1,920 → ₽6,000

Duplicate RVP issuance (new fee): ₽5,000 VNZh replacement fee unchanged: ₽6,000

It has become easier for highly qualified specialists to move to Russia 🇷🇺

Starting April 15, foreigners can apply through the “Time to Live in Russia” program. This method of relocation is appropriate for those who can demonstrate significant achievements in science, sports, art, or entrepreneurship. Detailed conditions can be found on the program website.

How does the program work?

Every application will be reviewed within 125 days. If approved, the foreigner will receive the status: “Of interest to the Russian Federation.” With this status, one can obtain a quota-free temporary residence permit (RVP) within a year or obtain a permanent residence permit (VNZh) without first getting a TRP.
