2. Chicago Is Americans
• Nearly 3M people live there — families, workers, kids.
• Declaring “war” treats citizens like combatants.
• Crosses the line from democracy into oppression.
3. Dangerous Precedent
• If allowed, what stops a president from doing it to NY, LA, Houston?
