Confirmed: while they haven't announced a minimum promotional rate increate, eBay confirmed they are testing it and it was not a bug. From the eBay community forums from a company representative:

"For a very limited time on October 1 and 2, certain customers may have seen a temporary pricing change. We’re continually testing across our platforms to enhance the user experience and strengthen our processes. We have not announced any planned increases to Promoted Listings minimum ad rates. Should we make any changes, we will communicate directly with our sellers."

I'm curious how more than doubling the minimum ad rate "enhances the user experience." I just checked, and my experience has not been enhanced.

I will not send you an unsolicited email to give you advice, and if for some reason I did (which I won't) it would come from my official email address: justin@flipwise.app -- not some weird gmail address. I've reported this to Google multiple times to no avail. Please be careful out there.

A few weeks ago on my Extra channel ‪@justinresells-extra‬ I published a video talking about some of the problems with eBay's new "Bundled Discounts" program. The biggest problem, I said, was that savvy buyers could add additional low value items to an order with a high value item to get a significant discount on the high value item. I received an email from eBay over the weekend letting me know that they have implemented a maximum discount of $100 per bundled order, so this risk has been significantly minimized. Good on eBay for listening to sellers on this one!
