Everyone is so worried about who will be held liable for what that nothing changes. We're going to change something around here. As citizens, we have the right to demand better from Law Enforcement Agencies and Local Municipalities.

Without any direction from the dais? Therein lies the entire argument... that armed man with a badge caused the disturbance. He rose and antagonized another citizen DURING the meeting. Notice the commission was receiving comment from the next person already. Those on the dais run the meeting, NOT this cop!

He thinks it's just a perception issue...
At one point, Lawrence Police Chief Rich Lockhart liked his odds. Then, the results from the background checks arrived. Come to find out, only five of the 20 applicants had passed the background check required to become a police officer, Lockhart told a Lawrence crowd on Wednesday...
“We are getting the applications, but we are not getting the quality,” Lockhart said of the city’s recent efforts to fill empty positions on the police force.
