A Consistent but Changing Second Place

According to preliminary results from the 2026 elections, United Russia secured a record 355 seats with approximately 57.8% of the vote. The CPRF held onto its position as the leading opposition party, finishing second with roughly 13.8% of the vote equivalent to about 40 seats.

That result marks a significant decline from the party’s performance five years earlier. In the 2021 elections, United Russia won a majority with 49.82% of the vote, while the CPRF finished second with 18.93%, translating to 57 seats. That 2021 result was itself an improvement over the party’s 2016 showing.

What the Numbers Show

The comparison between the two most recent cycles highlights a key trend: while the CPRF has consistently maintained its status as the second-largest political force in the State Duma, its share of the vote has varied widely from nearly 19% in 2021 to under 14% in 2026.

Outlook

The CPRF’s enduring second-place position underscores its role as the principal opposition party in the Russian parliament. However, the drop in its vote share in 2026 suggests shifting dynamics within the opposition landscape, even as United Russia consolidated a record number of seats.
