Transit makes land more valuable. Improvements to transit service like the RPM only makes land even more valuable. That is because it makes it more enticing for development to take place there.

Therefore, transit funding should rely on trying to capture and leverage those increases in property values. That is what Tax Increment Financing is.

And with news like this coming out of Chicago, we need to do this in New York City if we ever want to build any transit expansion again. Along with reducing our costs.

Because of lack of funding, SEPTA has voted to cut service by 45 percent, and hike fares.
