NO MORE DRIVER’S LICENSE CONFISCATION BY LTO

The Department of Transportation (DOTr) has officially SUSPENDED the confiscation of driver’s licenses in all Land Transportation Office (LTO) apprehension cases.

Under Transportation Memorandum Circular No. 2026-001 dated January 9, 2026, drivers will no longer have their physical licenses seized during traffic apprehensions.

Instead:

• Violations will be recorded in the TOP or e-TOP
• The driver’s license will be placed on alert
• Drivers will be given 15 WORKING DAYS to settle their cases
• Failure to settle within the period may lead to automatic suspension or revocation

The directive also recognizes the use of the Electronic Driver’s License (eDL) through the LTMS Portal and the eGovPH app as valid substitutes for the physical license.

The DOTr ordered the LTO to harmonize all related issuances within 30 days to avoid confusion in enforcement nationwide.

The circular takes effect immediately.
