VP SARA DUTERTE COULD STILL FACE CRIMINAL CONVICTION OUTSIDE IMPEACHMENT
The evidence involving the alleged misuse of confidential funds by Vice President Sara Duterte could still serve as a basis for criminal cases, according to House prosecution panel spokesperson Rep. Zia Alonto Adiong.
In a report by The Philippine Star, Adiong cited the Commission on Audit’s notice of disallowance covering ₱73.287 million in confidential expenses incurred by the Office of the Vice President in December 2022.
According to Adiong, the audit findings could support the filing of criminal cases and reinforce the prosecution’s position regarding the alleged misuse of public funds.
This comes after House prosecutors withdrew three of the four impeachment articles against Duterte, including the allegations involving confidential funds, bribery, and grave threats. The prosecution is now focusing on Article II, which concerns alleged unexplained wealth, violations involving Statements of Assets, Liabilities and Net Worth (SALN), and prohibited business interests.
The withdrawal of the impeachment articles does not automatically resolve whether separate criminal cases may be pursued. Any such cases would be subject to the applicable legal process and the evaluation of evidence by the proper authorities.
Duterte has disputed the allegations against her. The Senate impeachment court will determine the outcome of the remaining impeachment charge.

The Sandiganbayan Fifth Division granted the Ombudsman’s request to remove Bonoan as co-accused, paving the way for him to potentially serve as a state witness and provide information about the alleged corruption network behind the flood control projects.
The development comes as Estrada continues to face the charges. On September 3, the court entered a not guilty plea on his behalf after he declined to enter a plea.
