அன்பான பெற்றோர்களுக்கும் மாணவர்களுக்கும்,

இந்த அறிவிப்பில் உள்ள முதல் சில நல்ல விஷயங்களை மட்டும் பார்த்து முடிவு எடுக்க வேண்டாம். குறிப்பாக **Point No. 4**-ஐ மிகவும் கவனமாக படிக்க வேண்டும்.

⚠️ இது ஒரு சாதாரண கல்வி விஷயம் அல்ல. இது மருத்துவ பதிவு, உரிமம் மற்றும் NMC விதிமுறைகள் தொடர்பான சட்ட ரீதியான விஷயம்.

பிலிப்பைன்ஸில் மருத்துவம் செய்ய உரிமம் பெற, மாணவர்கள் **PLE (Physician Licensure Examination)** தேர்வில் தேர்ச்சி பெற வேண்டும்.

ஆனால் இந்திய தூதரக அறிவிப்பின்படி, வெளிநாட்டு மாணவர்கள் PLE தேர்வை எழுத அனுமதிக்கப்படுவது, அவர்களுடைய நாடு பிலிப்பைன்ஸ் மருத்துவர்களுக்கு தங்கள் நாட்டில் அதே உரிமைகளை வழங்கினால் மட்டுமே.

எளிமையாக சொன்னால்,

👉 பிலிப்பைன்ஸ் மருத்துவர்கள் இந்தியாவில் இந்திய மருத்துவர்களைப் போல நிரந்தர மருத்துவ பதிவு பெற்று மருத்துவப் பணி செய்ய அனுமதிக்கப்பட்டால் மட்டுமே, இந்திய மாணவர்கள் PLE தேர்வை எழுத முடியும்.

ஆனால் தற்போதைய இந்திய விதிகளின்படி, வெளிநாட்டு மருத்துவர்களுக்கு பொதுவாக தற்காலிக அனுமதி மட்டுமே வழங்கப்படுகிறது. இந்திய குடிமக்களைப் போல நிரந்தர பதிவு வழங்கப்படுவதில்லை.

அதனால், பிலிப்பைன்ஸ் சட்டத்தில் கூறப்படும் **Reciprocity** நிபந்தனை பூர்த்தி ஆகிறதா என்ற கேள்வி இன்னும் உள்ளது.

⚠️ Reciprocity இல்லையெனில்:

❌ PLE தேர்வு எழுத முடியாது

❌ பிலிப்பைன்ஸ் மருத்துவ பதிவு பெற முடியாது

❌ பிலிப்பைன்ஸில் மருத்துவம் செய்ய உரிமம் பெற முடியாது

❌ NMC 2021 விதிமுறைகளுடன் இணக்கம் தொடர்பாக கேள்விகள் எழலாம்

இந்த விஷயத்தில் இந்திய அதிகாரிகளிடமிருந்து விளக்கம் இன்னும் வர வேண்டியுள்ளது என்று இந்திய தூதரகமே தெரிவித்துள்ளது.

எனவே, "எல்லா பிரச்சினைகளும் தீர்ந்துவிட்டது" என்று நினைத்து அவசரமாக சேர்க்கை எடுக்க வேண்டாம்.

முடிவு எடுப்பதற்கு முன்:

✅ முழு அறிவிப்பையும் படிக்கவும்

✅ குறிப்பாக Point No. 4-ஐ படிக்கவும்

✅ NMC 2021 விதிமுறைகளை சரிபார்க்கவும்

🚨 MBBS in Philippines: Be Careful Regarding the Indian Embassy Notice Released on 17 June 2026

Parents and students are advised to read the complete Indian Embassy advisory, especially Point No. 4, before making any admission decision.

These are legal and regulatory matters that require careful verification.

Many advertisements and social media posts are highlighting only the positive points mentioned in the advisory. However, the most important issue relates to eligibility for the Physician Licensure Examination (PLE), which is required to obtain registration and a licence to practice medicine in the Philippines.

According to the advisory, foreign students can take the PLE only if their home country allows Filipino citizens to practice medicine under the same rules and regulations that apply to its own citizens.

In simple terms, Indian students can appear for the PLE only if Filipino doctors are allowed to obtain registration and practise medicine in India under the same conditions as Indian citizens.

However, as per the Government of India's policy regarding foreign doctors, overseas doctors are generally granted only temporary permission to practise in India for specific purposes. They are not granted permanent registration and unrestricted practice rights at par with Indian citizens.

Therefore, a serious question arises regarding whether the reciprocity requirement under Philippine law is satisfied. If reciprocity is not established, Indian students may not be eligible to appear for the PLE. Without passing the PLE, a graduate cannot obtain registration and a licence to practise medicine in the Philippines.

The Embassy has clearly stated that clarification from the competent authorities in India regarding this reciprocity requirement is still awaited.

Therefore, parents and students should not assume that all concerns have been resolved. Admission decisions should be taken only after carefully verifying the latest NMC regulations, Philippine licensing requirements, and official government communications.

Please do not rely solely on advertisements, promotional videos, agents, or selective interpretations of the advisory.
