Hurricane Season 2025: Lessons from History and What Adjusters Should Expect
We’re standing at the peak of hurricane season.
Historically, September 10 is the climatological high point for Atlantic tropical activity. So far in 2025, the numbers look surprisingly quiet: six named storms, only one hurricane (Erin), and one major (Erin peaked at Category 5 before weakening).
That sounds eerily familiar. In 2013, we saw 14 named storms but only two weak hurricanes, and not a single hurricane made U.S. landfall. ACE (Accumulated Cyclone Energy) that year was one of the lowest in decades.
So is 2025 shaping up to be another 2013? Maybe not. The waters are hotter, La Niña is trying to make a comeback, and forecasters from NOAA and CSU are still calling for 3 to 5 major hurricanes before the season is over. But history teaches us that even one quiet year can have ripple effects across the insurance adjusting industry.
What Quiet Years Mean for Adjusters
The stretch from 2013 through 2015 is a perfect example.
2013: No major hurricanes, no U.S. hurricane landfalls.
2014: Only six hurricanes, one U.S. landfall (Arthur, North Carolina) — a weak one.
2015: Ten hurricanes, but most stayed out at sea.
That three-year lull created a slowdown in catastrophic deployments, and for many new adjusters it was tough to get a foothold. Firms had more adjusters on the roster than they had work to give.
But here’s the key: claims don’t disappear in quiet years. Carriers still face hail, wind, daily claims, and especially winter storm losses.
Why Winter Storms Matter
Some of the most profitable deployments of the past decade didn’t come from hurricanes at all.
2021 Texas Freeze (Winter Storm Uri) caused 30 to 40 billion dollars in insured losses, across all 254 counties of Texas.
2022 Winter Storm Elliott generated multi-billion-dollar claims across nearly half the country.
According to the Insurance Information Institute, winter storms caused nearly 6 billion dollars in insured losses in 2022 alone, making them a top driver of claims work. For adjusters, that means opportunities don’t vanish when the tropics stay quiet — they just shift.
Part of the Game for Independent Adjusters
This is part of the game for IAs, especially new ones. It can be a tedious and frustrating waiting game where you just don’t know what — if anything — is going to happen to put you to work. But this is where steel reserve comes into play. The people who can see that this is a long game, and who keep their powder dry through the quiet times, are the ones who can stomach slow seasons (not saying this one is slow, it could blow up at any moment) and still thrive.
Getting advanced training and making yourself as valuable as possible is the name of the game — and that usually translates into three things:
1. The more licenses you can get the better, especially in tough-to-get but densely populated states like New York and California. You’re much more likely to get work, even remote work-from-home assignments, if you have a lot of licenses.
2. The ability and willingness to pick up and go at the drop of a hat. Offer to go to any underserved state they’re needing adjusters in. If they say, “we’re struggling to staff New Mexico,” then get the NM license if you don’t already have it. Be willing to do anything they ask at any time and you’ll start building relationships that will translate into more work as they start to see your value.
3. You’ve got to hustle. Get on as many rosters as possible and bug each one of them once a week by phone — email won’t cut it. Find out who the deployment managers are or the team leads responsible for staffing events and daily work, and just keep calling.

Strategies for Adjusters in 2025
Stay proactive. Even if the tropics stay quiet, firms are still deploying adjusters. Reach out now, don’t wait for the call.
Be flexible. Your first deployment may not be a hurricane. It could be hail, flood, or winter storm claims.
Think long-term. A quiet season doesn’t mean no work — it just means you need to be patient and keep your readiness sharp.
The Bottom Line
Hurricane seasons ebb and flow. Some years — like 2005, 2017, and 2024 — change the industry overnight. Others, like 2013, remind us that storms can fizzle.
But for independent adjusters, there’s always work. Hurricanes may grab headlines, but ice storms, freezes, and severe wind events keep the industry moving too.
The real key is to be prepared, be rostered, and stay ready — because when the call comes, you’ll need to move fast.
